Moving into the Youth Protection (tenting and showering) part of the question, it again is not so simple and can lead to illogical results quickly (Calvin Gray has in the past posted a discussion between a Scoutmaster and a parent that highlights some of them.)
For a crew from a Boy Scout unit, an over 18 IS an adult, even if he is listed (for Philmonts purposes) in the youth section of the roster - simply listing him there does not make him a youth. He clearly is subject to all the Boy Scout programs Youth Protection requirements as an adult whether he is listed as an adult or as a youth.
For a crew from a Venturing crew, while an over 18 and under 21 IS a youth from the programs perspective, he is LEGALLY an adult. He must be listed as a youth on the Philmont crew roster. Venturing, as a program, has different Youth Protection requirements than Boy Scouts, which must be followed. In a (more) perfect world, Philmont would have three age categories under 18, over 18 and under 21, and over 21. But it does not, and thus some common sense must come into play in apply the rules.
And of course a crew from a Venturing crew can be coed, introducing yet more wrinkles into the question. I wont go there
