One thing I have learned in my years with BSA, is how well National
manages risk. A big clue to me would be that BSA, and Philmont, allow
22 year olds to be lead advisers. If there was that great of a risk,
and I am certain that this has been studied to death, it would not be
allowed. This is an organization that does not allow laser (actually
tv remote control) tag. Do you really think they would allow as huge a
risk as some imply?
