When we were there in '04, the ranger had us do it that way. It was news to me as they were bear-bagged on '00 when I was there for Wood Badge.

Placing personal dishes by the sump is not one of the smartest ideas I have
heard of. That is like a Scout who spilled Gatorade in their pack and
leaving it down for a bear to drag it away in the middle of the night or
take of bite out of it because it smelled good. If a pack that has become
a smellable, it should be hung off the bear line. As for my personal
eating utensils, they went into my bear bag with other things I wanted
control of and knew it will be there when I needed it next. If one of my
eating utensils disappears, there isn't a store near by to pick up a new
one. But, if it did happen, I would figure something else out. These
types of matters are the reason God game me a brain to use. I do agree
with keeping the cooking pots down to alert people in camp some animal is
nosing around. However, I don't agree with the sump being the place where
dishes should be placed. I guess personal preference comes into play here.
Every year seems to be different at Philmont in how the campsite is to be
managed the Philmont way. Listen to what the Ranger says and adopt what
makes sense.
