Lou-welcome to what was my dilemma. Our council hadn't requested
contingent treks in YEARS. The basic problem was that they need some
strong, Philmont-experienced volunteers to make it happen and our council
didn't have that. Once I convinced them of my sincerity (and put it on my
Wood Badge ticket), they came right around.
Your council just got a letter from National asking them if they want
contingent treks. It just went out last week. They deadline for
requesting them is Sep 15. All your council needs to do is tell them HOW
MANY treks and the 1st and 2nd choices for departure date. Then the rest
is in your hands. The first payment of $50 per participant is due May 1,
2006, so you have about 6 months to fill the treks and get the cash
deposits.
Soo, the bottom line is, call your council FIRST and get their support.
Remember, the fundamental purpose of council contingent treks is to give
the Philmont opportunity to youth who OTHERWISE wouldn't get it. So, small
troops that can't muster their own treks, inner-city troops without
backpacking expertise/equipment, drawing from various diversity groups,
etc. While you are talking to your council, ask them about scholarship
money they may have available? Our council has some money, but it has to
be requested very early in the year....
The purpose is NOT to circumvent the lottery program. So if your home
troop/crew has enough participants for a trek, they need to enter the
lottery like everyone else. Do not go through council to request a
contingent trek and then load it with all folks from the some home unit.
That wouldn't be very Scout-like....

of us can remember. Where can I find information about the procedures
to put a council contingent together?
