Ditto on the rain pants. I've heard rangers trying to talk pholks from
taking them, but I used mine frequently as we wound up hiking in monsoon
season. Not only helped keep my shorts, boots, socks, dry, but most
importantly, they helped stave off hypothermia and when it was very damp and
chilly at times. Take 'em IMHO.
Pack covers - never had an issue with them snagging on anything. Not much
(shouldn't be ANY) bushwhacking at Philmont.

There's a lot of opinions on rain pants. Here's mine: I take them, always,
even if I don't wear them much. In a hard rain, they keep my socks from
absorbing a ton of water and soaking my boots from the inside (gaiters would
do this also). When it's cold AND windy (like it was on top of Phillips the
day we summited), the rain pants cut the wind to help stay warm (I'm skinny
and need the help; your mileage may vary.) Otherwise, normal conditions
and/or light rain usually see my rain pants staying in the pack.
