[Philmont] Pack Cover

Pack Cover - Don't go with a "Cheap-O" Three members of our crew (me
included) had $12 pack covers from a company called "Camp-In" (I think that
is the correct name). These covers did a "fair" job at best, all three of
our packs were pretty wet and the rest of the crew's packs were completely
dry.
