[Philmont] Rainpants & Pack Covers

We now REQUIRE rain pants. Didn't used to. Stuck on Phillips approach for
about an hour in a driving rain/sleet/lightening storm. Watched my (what I
thought were) well prepared Scouts having a bad time without rain pants.
Couldn't go up. Couldn't go down. (I guess we could have left our packs and
headed down. We were very near the top and definitely couldn't go up.) Decided
I didn't want to have that talk with a parent, so now we require. Not that
much weight. Priceless in a pinch.
