[Philmont] Rain Gear (was Is the list dead? I've seen nothing since Tuesday ..)

Regarding putting on the pack cover while hiking:

  This is really not a problem as you do not have to remove your pack to put it on each scout puts it on for his friend, should take less than one minute in total time for the crew. Make sure the rain cover is in an accessible side pocket.
