I use my pack cover all the time. I lay it on the ground and put my pack on
top to pack it. I have a panel opening pack that opens down the center.
This keeps dirt and debris off the straps where they can irritate an hour
later. When I stand the pack up I finish off the packing shoving stuff down
the top. I use my pack cover to sit on wet logs and rocks. I'll lay it
outside of the tent to collect the gear in the morning to keep it off the
dirt/snow as I move it out taking down camp.
I use my pack cover a lot.
Rain. It has rained more this summer in Colorado (Denver) than it has in
the past 21 years. I took my boot dryers out of my ski boots and am using
them in my cycling shoes. I rode last Wednesday in a 2 hour storm that I've
never seen here before. Saw mushrooms growing in a park today on a ride and
turned around to check. I don't believe I've ever seen mushrooms here
before.

Regarding putting on the pack cover while hiking:
This is really not a problem as you do not have to remove your pack to put
it on each scout puts it on for his friend, should take less than one minute
in total time for the crew. Make sure the rain cover is in an accessible
side pocket.
