I use low gaiters (Outdoor Research Rocky Mountain) often when
backpacking and sometimes when day hiking depending on the terrain. I
use them to keep pebbles and sand out of my boots and to keep my laces
from getting snagged and untied. For those purposes they work well.

I typically do not wear rain pants and rain runs down my legs into my
boots regardless of whether I am wearing gaiters or not. If I am
wearing rain pants they have elastic in the bottoms so they keep the
water out of the boots by themselves. So the way I use gaiters they
contribute very little to keeping my feet dry.
