Bags for inside the pack: I use alot of drawstring bags made out of the
silicon nylon. They're light and durable but not necessarily cheap.
Cheaper and lighter than dry bags. They do repel water. I use different
colors for different things. I also use 1 and 2 gallon zip loc freezer bags
to seal up clothes and other packed items. I can get my hands on the bags
easily and can see what's in them quickly without opening them up. I pack
extra and they're lightweight.
Packs and pack covers: I have used an Arc Teryx bora 80 pack for the past
2.5 years and nothing gets through the bag or the stormseal zippers. I've
been in hail, pouring rain, snow, sleet and had water actually dumped on the
bag. nothing gets through even with no pack cover. for appearance
purposes, if nothing else, I use a pack cover on the pack when I'm around
scouts.
Rain gear: I backpack in the pacific northwest where we do get rain. I
always pack my raincoat and rainpants regardless of time of year. the pants
take the chill off wind even if it's not raining. If it is raining, they
keep the water from entering my boots. I like the REI rainpants because
they zip the full length of each pant leg making them easy to put on and
take off and because they work. They fold up to practically nothing and
breathe well. The lightweight E-1 jackets from REI are also very nice and
fold up very small.
Hats: nothing beats the Seattle Sombrero. made of goretex and a wide brim.
works well in all four seasons and folds up small.

So far, unless I missed it, no one has spoken about internal dry sacks. I
assume then that no one has tried them. I browsed backpacker.com

good, but close to what I already do, pack most everything in zip lock
freezer bags.
