[Philmont] Program Schedules

*The one thing they are asked to do by the admin is to remain flexible and
to bend over backwards for the crews to get them a program.*

They were not flexible to get crews a program this year at least in the
North Country. Once the slots were full they didn't even blink an eye to
tell the crew they won't be doing program. Head of Dean did not even mention
signups for the challenge events during our porch talk, and when our crew
leader went to ask about it they said to go wait by the flag pole to only
find out that the soonest slot wasn't till 4 and we were staying at Santa
Claus. This while they had one person doing proch talks, one doing the
challenge events, and 4-5 others sitting around flapping their jaws. There
was definitly no bending over backwards to accomidate crews for program. We
were very disappointed how program was ran this year. Of the other 3 trips I
made I do not remember having to signup for program times other than for
Horse rides.
