Well, two things... by the time I knew he was out of water, I was into
my last liter anyway. Second thing -- he was one of the advisors. And I
did offer; he declined, and it was only later we learned just how
dehydrated he was, and that he had run low long before anyone suspected.

That's also an important lesson -- someone running low on water may not
make it public information. We did keep an eye on the scouts, but not so
much each other ;-)
