[Philmont]: Where is the end of the smell trail?

I don't want to sidetrack this discussion or the list, but it may be more
than just the bears. In a recent conversation with a scouter who is an
attorney, he mentioned he had just returned from a business meeting where he
spoke with a lawyer who was representing a scout who was injured in a
Philmont bear attack. We didn't get into specific detail and I realize this
is third-hand hearsay and perhaps just rumor. Nonetheless, while I have no
doubt Philmont wants to maximize safety for safety's sake, and would be
undertaking a careful review of procedures regardless, a lawsuit or two have
a way of heightening people's attention to every aspect of the issue to an
even greater degree.
