[Philmont]: Minimum Height & Weight

I have a Scout scheduled to participate in our troop's 2002 Philmont trek that
is today 4'10" tall and weighs 85 lbs., he will be 15 years old by the time the
trek starts This kid has been backpacking since he joined the troop at age
10-1/2 and has more than earned his backpacking merit badge in the number of
separate trips and days on the trail. He has backpacked extensively on the AT
and was in one of our crews that went to the Elkhorn High Adventure Base this
past summer. There he carried a 30+ lb. pack for 5 days with elevations ranging
from 7,000 ft. up to 11,400 ft. with no problems. He out hikes and out packs
most of the older and larger Scouts in our Troop.
 
My question to this group is what is the minimum height and weight requirement
acceptable for Philmont, and what will the medical staff say if this Scout does
not meet that minimum before our Philmont trek? Does this Scout's experience
count for anything in making a final determination by the medical staff?
