My 12 man crew in 1999 used some personally owned tents and Philmont supplied tents and both options worked fine. We had lots of rain so you definitely need to be prepared with a tent that doesn't leak. My personal 2-man tent is the Eureka Mountain Pass 2 XT which allows each person to have their own entrance and vestibule area (wet boots go there). The Mountain Pass 2 held up well and didn't leak (seam sealer was applied in advance). To share the load, one person carried the main tent and aluminum poles and the other person carried the fly and the ground sheet. I use aluminum tent pegs which also reduces the weight.
