As intro I am YPT instructor for both Boy Scout and Venturing in the Los Padres Council. I was trained in Venturing YPT at Philmont Training Center (PTC) in 2001 where there was a lively debate on the topic.

If you are going as a Boy Scout unit (Troop), BSA policy is clear and is no way ambiguous, an 18 year old sleeps as an adult (family exception applies).

If you are going as a Venturing unit (Crew), BSA policy is vague and may be interpreted differently by Council. At 2001 PTC, I raised several objections regarding the interpretation that any Venturer (of the same sex) could sleep with any other Venturer no matter what the age. There was some resistance at first from the BSA officials. But they started to come around to our position when I cited their own videos stated in the training that it was not good for more than a three year difference to exist between youth. Others picked up on this including some people and Scout Execs -- I believe from Baltimore. We were told that the policy would be reviewed and that maybe the three year age difference made sense.

Since you didn't say whether the unit is Boy Scout or Venturing, you may need to ask your Council for an interpretation on this issue based on the type of unit affiliation.

  Subject: [Philmont]: 18 year olds

  Hi,

I am new to the group and have already learned so much from the posts. Just by way of introduction, since you all seem to know each other already, I am the mother of a 14-yr. old Life Scout in Troop 757 in Howard County. MD, about 30 minutes west of Baltimore. The last time our troop went to Philmont was in 1996. Fortunately one of the dads who went then is going again with his younger son. Our newest Eagle Scout went to Philmont last summer as part of an OA Trail crew. So they are our experts. We will go to Philmont next summer July 26 - August 7 with two crews.

I have a question about tenting arrangements for our Eagle Scout who just turned 18. The Philmont literature says that people ages 18 to 21 can either go as adults or youth, so we put him in our youth count. But the Baltimore Area Council says he now needs to tent with adults and not scouts. What is the tenting policy at Philmont? We can work it either way, just need to know.
