Right. You have to be kidding me. Declaring the 18 year old brother as the
guardian for the younger? Just like any very large organization, BSA tries
to make rules that cover every case. The fact that we have people filling up
the courts, sueing one another over the interpretation of rules, shows you
that rules can't cover every situation. Face it, it is dumb rule, if the two
brothers could share a tent if they were a Venturing Crew and could not if
they were a Scout Troop. Check out the requirement to set up a tarp in a
common sleeping area. Try doing that at Cyphers Mine adirondack. You would
need two tarps; so you could make an x with four different quadrant for male
adults, male youth, female adults, female youth. I think I would just rather
set me tent up instead.
