Technically, the above is a mis-statement. A 20 year old ASM is an adult in
a Boy Scout Troop. Cross-registered in a Venturing Crew or as a member of
the Order of the Arrow, he is a youth in those organizations.
Philmont requires a crew to have a minimum of two adults, one of whom must
be over 21, and no more than four over 21. There is no restriction on the
number of 18 to 21 year old "adults", however they are not "youth". At
Philmont, everyone over 18 in a Boy Scout crew (again technically, I wholly
agree common sense must come into play - the thought of someone turning 18
on the trek and switching from a youth to an adult had never occurred to
me!) tents and showers as adults. In a Venturing Crew crew, at Philmont,
the tenting and showering is murkier....
As has been pointed out by others, Venturing Crews have different rules from
Boy Scout Troops, and sometimes are at variance with Philmont's. As an
extreme example, a crew of eleven 20 year olds and one over 21 "adult" would
be an allowed, by the rules, Boy Scout Philmont crew (however, I would
question such a situation!), but not an acceptable Venturing Crew Philmont
crew (since Venturing Crews require at least two adults over the age of 21).
Bottom line is that rules can sometimes be inconsistent and/or illogical.
In such cases, you need to find a way to make your situation work within the
rules, if possible. For example, we took two crews to Sea Base in April.
Crews there are 6 to 8 persons, with restrictions on the relative numbers of
youth and adults. One crew, with two 18 year old, high school senior Eagle
ASMs, was technically registered as a Venturing Crew (where they were
youth). The other was registered as a Troop, because it included 13 year
olds, who were too young to be Venturers. I discussed the makeup of the
crews with Sea Base up front, who agreed that was the only way to
accommodate boys who ranged in age from 13 to 18, within Sea Base's rules.
Or apply common sense - carrying an extra tent just to accommodate the rules
about tenting for someone who turns 18 on the trail is being way too
bureaucratic.....
