Oh well what the heck, I'll add my 2 cents based on experiences from 2 of my
4 treks.

On my '96 trek we had a boy turn 18 on the morning we arrived in Philmont.
We told them at check in he would bunk with his brother and they said that
would be ok (maybe it was not such a big issue in '96). We had 2 sister
crews with 4 adults (old guys like me). Suddenly one of the leaders for our
sister crew couldn't pass his medical recheck because of his high blood
pressure and it became evident that he would be on a plane back to Houston.
The ranger of our sister crew really was hopeful he would be a "rent a
ranger" and get to stay on the trail. When his superior found out our one
kid had just turned 18 he asked me if I felt he could be the second advisor
for the crew. Having known the kid for the past 4 years I could vouch for
him. I had him fill out an adult application, signed off on it and turned it
in at the admin building. In this case it was to our advantage to have a kid
turning 18 at Philmont.

However attitudes had changed or else we just had an overzealous ranger in
2001. He would not allow our female advisor to tent with her son who was our
crew chief. He said BSA policy only allowed a father to tent with a son or a
mother to tent with her daughter. Thus, she and her son had to each carry a
6 lb tent so they could sleep alone. If we had seen it in writing before our
trek we would have secured some lightweight 1 man tents! We didn't make
waves and abided by his decision but upon my return to Philmont I spoke with
a gentleman in Mark Anderson's department and was told that this was not a
rule from National but something that Philmont really preferred. I was told
that as a National camp they could make rules that superceded rules from HQ.

I think that the rules are up to those who are in charge at the time!
