We know the tent and shower rules, we are just trying
to count youth and adults for the Philmont records. Can
I count the under 21 members as youth when we give our
breakout?

You can list 3 adults and 9 youth members, or you can
list 4 adults and 8 youth members. The 3 age 21 or over
must be listed as adults. The 18-20 year olds can be
listed as either youth crew members or adult crew
members.

That's because, at Philmont, 18-20 year olds can be
counted as either youth or adult members on the roster.
You can't have more than 4 individuals age 21 or over on
the roster.

In theory, you could have a crew of 12 made up of four
21 year olds and eight 20 year olds and stay within the
Philmont rules. Of course, that would be very, very
unusual but a crew with that make-up could attend
Philmont under the rules they currently publish.
