To register your troop and have under 21 year olds be considered youth, you
must be registered with Philmont as a Venture Post. So if you are a BSA
Troop (not a venture/explorer post) then your count is 4 adults and 7 youth.
We spent about 10 minutes of dizzying discussion on this topic last year on
training with all the possible combonations. The issue can easily get
confusing.

The above was my understanding, and if Jason says that's the way it is,
that is the way it is as far as I am concerned.
Regarding filling out the form with the official crew count, how about
that 17 year old who has a birthday Day 5? Is he 5/12 a youth and 7/12 an
adult? My guess is that for purposes of counting youth and adults, he is
a youth....
But that has no impact on the crew makeup (or does it? - writing this
triggered a thought that, in addition to the age breakdowns, there is a
"majority youth" stipulation as well, which would invalidate my example of
the other day. Got to look at that when I get a chance....)
Anyway, the other thought all of this triggered was the situation of the
20 year old who has a birthday on the trail and becomes another "over 21
adult". And if he is now the fifth one in that crew.....
