Perfect example of how this becomes confusing for Rangers. I would have
never thought of this.
When all else fails, go back to the rules. If he is 17 for the first 5 days
and 18 for the last 7 then I would say he is an adult. An 18 year old is an
adult. Arrange for him to tent that way. If someone has to tent by
themselves, then this would be the best one becuase technically, he can't
tent with an adult for the first 5 days and can't tent with a youth the last
7 days. I don't understand where a magic line is suddenly drawn that says
BOOM you are an adult. I guess the courts can though. You may want to call
Philmont and ask them about that one though.

The above was my understanding, and if Jason says that's the way it is,
that is the way it is as far as I am concerned.
Regarding filling out the form with the official crew count, how about
that 17 year old who has a birthday Day 5? Is he 5/12 a youth and 7/12 an
adult? My guess is that for purposes of counting youth and adults, he is
a youth....
But that has no impact on the crew makeup (or does it? - writing this
triggered a thought that, in addition to the age breakdowns, there is a
"majority youth" stipulation as well, which would invalidate my example of
the other day. Got to look at that when I get a chance....)
Anyway, the other thought all of this triggered was the situation of the
20 year old who has a birthday on the trail and becomes another "over 21
adult". And if he is now the fifth one in that crew.....
