Thanks for saving me the effort of looking it up - that is the language
that popped into my head awhile ago.
Dealing with land use regulations, I have come to appreciate that almost
more important than the regulation itself, is the definitions of the terms
used in the regulation. In this thread, we are talking about two
different rules - those for Philmont participation and those for Youth
Protection. It is certainly possible that the techincal definition of
"youth" can be different for each.
In Roman's case, a quick call to Philmont would produce an answer, which
may or may not be challenged when his crew checks in. In any event,
whether the 18 to 21 year olds are "youth" or "adults" does not appear to
call into question whether or not the crew meets the participation
requirements (it is majority youth, and no more than four are over the age
of 21). If it did, I think I would ask for written confirmation of
whatever answer I got to have with me at check-in next summer. I
definitely would not just "show up" with MY interpretation of the rules.
