Now why is this important? Well as long as we can get everybody on the
trail who wants to go, it does not make any difference. When on the trail,
advisors are advisors, and youth members are the active navigators and
participants in the staff camp activities. So who in included as youth is
important to *us*, even if not to Philmont.

This starts to get away from "rules and regulations" and more into
recommendations / preferances / ideals. I certainly, and know others have
as well, seen crews on the trail with an obviously over 21 Advior in the
lead, holding the map. Clearly not meeting the ideal of "youth led".
Hopefully staffers who see that would mention the situation to that
Advisor, but I doubt it would result in their being thrown off the trail,
which could happen for blatant violations of some rules.

My position is that it should be a crew decision as to whether those 18 to
20 year olds are considered "youth" for CREW purposes, as opposed to
Philmont participation or BSA Youth Protection purposes where you need to
conform with those regulations.

By the way, I am not aware of any programs at Philmont where the Advisors
CANNOT participate. There certainly are cases where Advisors CHOOSE not
to participate, especially where the entire crew cannot be accomodated
(horse rides, etc.)
