For what its worth the 18-21 year-old 3rd assistant Scoutmaster in a
Jamboree troop, tents with the 1st assistant who is over 21. This is from
the 2001 troop leader guide. I would assume this is the official
interpretation of the National YPT Guidelines.

I don't recall any place on a form to clarify this (Maybe the crew roster?).
I also couldn't get a straight answer. since we were a contingent I
convinced someone to start a Venturing Crew so they(18year olds) were
registered as youth. As I recall all they are concerned about at
registration is who the advisors are and who the youth are......
Initially, I had an issue because our district "refused" to provide adult
YPT for 18-21 year olds, saying it was "policy" who's policy I don't know.
Starting the Venturing Crew resolved both issues for me.

 I never got a straight answer ("DOCUMENTATION") for either issue. Until I
see something in print I question it.

We are a *troop* that has a reservation.

Page 1 of 2003 Council & Unit Planning Guide states:
"Each crew is required to have a majority of youth participants, and the
maximum number of adults (over the age of 21) is four (4) per
crew. Participants 18 through 20 years of age may be counted as youth or
adult crew members."

I can find no where that a distinction is made for crews that are Troops,
crews that are Venturing units, or crews that are council contingents.

Now why is this important? Well as long as we can get everybody on the
trail who wants to go, it does not make any difference. When on the trail,
advisors are advisors, and youth members are the active navigators and
participants in the staff camp activities. So who in included as youth is
important to *us*, even if not to Philmont.

So the bottom line question as we fill the final slot is: As a *troop*,
can we take 3 adults over the age of 21, two leaders in the 18-21 age
bracket, and 7 youth under the age of 21? The guide says we can. Does
anyone have any experience that says differently?

Yes, we will need 7 tents. The best information I have received is that
Philmont does not want scouts tenting with their mothers. 18-20 year olds
are required to tent separately from younger and older crew members, no
matter if they are add as youth or adult crew members.
