That is specifically not true. Philmont doesn't "want" anything. Philmont
requires you follow national youth protection guidelines as far as tenting
goes. There is no rule against a Scout tenting with their mother. In fact
it specifically states otherwise.
Read the rule in the youth protection guidelines. Don't read anything into
it, just read what it says. It is very clear.
