To the best of my re-collection, having been there in '97, '00, '01, and '02, the policy has always been to put fuel bottles either under the dining fly, or in the fire ring (pit).

What Jason said makes good sense. I was there in 2001 and I recall the ever
changing bear rules. Our Ranger insisted that even our fuel bottles were
smellables as they do indeed have a smell and we had to hoist them up each
night. The logic that some items are smellables but not rewardables makes
sense. I'd be curious if a bear has ever tried to devour a fuel cylinder at
Philmont.

Also in that year because of the increase in what went up in the bear bags I
really saw a problem with some of the camps and their cables; by that I mean
there were not enough! Also not all the cables we used had devices on them
to keep multiple groups of bear bags from shifting to the low point of the
cable and becoming a tangled mass.
