What I would like to interject into this conversation is that the bear
rules change so much that the debate really and truly is just over bear
safety philosophy; I would be willing to put money on the assertion that
the bear researchers know damn well that half of the things that get
"added" to the smellables list in the course of a summer aren't ALWAYS
problem items, but we need to keep in mind who we're working with at
Philmont. Borderline items are easier put on the smellables list than
explained. Not all crews (and I'd argue, a disturbingly large number of
them) follow the rules, despite angry Rangers (like me) yelling and
screaming at them about being mauled by one of Philmont's finest.
The way I explained it to crews was thus - if you could imagine a drug
dog finding it, it's a smellable. BUT, it's no use getting all bent up
over a piece of duct tape that once touched your waterbottle that is
otherwise virgin. There's a fine line between scaring the crap out of
campers for good reason, and overreaction.
