I am aware of no prohibition to what you suggest,
provided your council folks will approve the process.
Philmont admin. should only care what you care about,
that its fees will be timely paid for the council
contingent participants. The biggest barriers I can
foresee off the top of my head are as follows:
(a) is there someone who is (1) willing to accept
the responsibility for a not insignificant amount
of funds and (2) whom is acceptable to both your
Council Key 3 to perofrm the task. They of
course have an obligation to collected funds
as well. Whether they have performed admirably
in the past or not, they still have that
obligation.
(b) is someone offering to process the money, thus
accepting some considerable measure of
accountability, also going to be delegated the
responsibility and authority to say, as just one
example ... the council has 40 slots to Philmont
a payment is due and we only have 20 signed up.
We need to release the other 20 slots and not pay
for them, because it's not likely we can fill the
spots later and recoup the funds.
If there is accountability offered without
responsibility though, that's a bad omen.
