RE: [Philmont]: Council Fees for Contingents

John,

The Wednesday before Christmas, I had the honor of sitting on three Eagle
Boards of Review for my Troop. Maybe I'm a bit more aware these days but I
noticed that each of the candidates proudly wore three things on their
uniforms:

* A National Jamboree Patch
* An OA Lodge Flap
* A Philmont Arrowhead

We have a pretty large and very active unit and a Scoutmaster who is in his
21st year of service to the troop. These fine young men became his 75th,
76th, and 77th eagle. I might point out that as I thought back over our
Eagle Scouts of the last ten years, in almost every instance they had been
involved in the bigger picture of Scouting. They were active OA members,
they attended national events, and they went to Philmont or one of the other
high adventure bases. In short besides making the troop work as a boy-run
unit, our Scoutmaster also made it very clear that we (the adults) had to
take the time and make the effort to involve these scouts in all these other
activities. This is what kept them interested and motivated them to go on
when the twin aromas of gasoline and perfume became prime distractions. By
the way, Mr. Harty put his boots where his mouth was and led 8 treks over
the years.

GNYC heard us loud and clear when we explained exactly what we needed in
terms of Philmont Support. We have that support. This doesn't mean that I
haven't had my own major frustrations with Council and their use of money.
It doesn't mean that there aren't professionals that I would cross the
street in order to avoid but if the volunteers make it clear where the line
is drawn they generally don't make to many difficulties.

By the way, I hope that in each of your councils the OA Lodge Chief is at
every board meeting and has an opportunity to have his say. The same should
hold true for the youth who is the President of the Venturing Committee (I'm
sure that I screwed that title up I'm sure the list will help me out here.)
In backwards Staten Island we've been doing this for 17 years to my
knowledge (okay pre-Venture it was the Explorer equivalent) and it is a
great thing. Try it, you might even like it. Tell the CE that the cost of
dinner for these young folks can be covered by some donation or other.)

Dave

At GNYC we look at Philmont as a service that we provide in an effort to
enhance the program and to help retain older youth. These two goals are so
important to the program that we do everything short of direct revenue
support to make it happen.

It seems as though some people have a grip on reality. It IS a service.
