Our troop has sponsored at least one high adventure trip for our youth
members each year since 1989. That's fifteen consecutive years. We've
also sponsored six "all adult" trips to Philmont for Autumn Adventure.

We don't ask Scouts, parents or adults to sign a contract. We do tell
them they are expected to live by the Scout Oath and Law during the trip
as that is their "contract" as far as we're concerned. We ask parents to
sign a permission form granting permission for the Scout to participate.
We do that because the National and Local Tour Permit Applications ask
that question.
We communicate refund policies "up front" with those usually
determined by the camp or high adventure base we visit. As far as
participation, our Scouts must attend at least 50% of the troop meetings
during the six months prior to the trip and must give a high priority to
attending shake down trips if the adventure calls for them.
One thing I have learned in arranging the trips is to build a
contingency into the total cost if the trip is long and will involve
lodging, touring, etc. prior to arrival at the camp or base. Typically,
I calculate what a trip is going to cost and add 10%. That seems to
take care of unexpected expenses. If there is money left over after the
trip is complete, we refund it to the participants.
