No, there isn't an issue ever brought up on this site that everyone agrees
to the same solution!!!
For our council contingents we issue each scout a travel bag.
The only allowable luggage is his pack and the travel bag
Some Scouts place their packs in duffle bags
One unit has special "tarps" and has developed a wrap for the backpacks
I have used heavy duty drum liner bags and duck tape
(Need to bring bags and tape for return trip)
Boxes are not good - too much wasted space
However, we have not flown since new regulations so not sure about duck
taping bags
