Yes, I have an e-mail from Philmont's Camping Department stating you can
do that if you're successful in the Cavalcade drawing. A unit can also
have a backpacking trek and a Cavalcade during the same year.

What is now allowed is a Cavalcade in consecutive years or a backpacking
trek in consecutive years.

There are no "consecutive year" restrictions on participating in the other
programs such as Kanik and Autumn Adventure.
