Unfortunately, due to BSA regulations, you have to be 18 years old. I
know, "what is the *real* difference between someone who is 17 years and
11 months and someone who is 18 years and 1 day. Not much, I agree.
However, there simply has to be a break someplace and, in this case, it
is the age of majority.
Perhaps you would like to go on a Rayado Trek? 20 days in the wilds

Incidentally, Rayado participants generally move to the "top of the
stack" when applying for employment.
