Several states have laws that allow people (school personnel in most cases)
to take training and administer epi. However, only one of the state laws
allow you to administer epi to someone who does not have their own
prescription. I.E. child has known allergy, you take training, you can
administer the child's epi.
Utah, Oregon are two that I remember off the top of my head.

I do not have the authoritative reference or the time to find it at the
moment but it is my understanding that in NC it is permissible for a Doctor
to prescribe epi pens to someone that has been trained in the use of epi
pens with the understanding that they are not for their personal use and may
use them on someone else in an emergency.
Although I have led a number of trips to remote areas, I had never given
much thought to anaphylaxis as no one in any of my crews had severe
allergies. Then I found out that even though someone has never had a
problem before, there is a possibility that a problem could occur. When I
took Wilderness First Aid earlier this year, the instructor told me there
was no way he would lead groups like I had without carrying epi pens.

I would strongly urge you not to buy epi pens! Have the child (parent)
purchase the pens in the child's name. They require a prescription and
administering a regulated prescription drug to someone whose name is not on
the prescription is a crime. I've been researching this issue for 18 months
and just gave a presentation to the Wilderness Medical Society on it this
summer.
Maybe not a big thing, but you never know. But administering
(possessing) a
prescription drug with your name on it to someone else is a crime in every
state.
Also, epi without benadryl is worthless. You can't carry enough epi to
solve the problem, it just buys you time. Benadryl is what will eventually
solve the problem, if it is solvable outside an ER.

In 2002 we had a scout with severe peanut allergy.
Philmont provided the ingredients for each meal item.
We were able to go through all the meals and determine what he could and
couldn't eat. We then packaged replacement items/meals and had them labeled
for the days we would need them (also included trek ID) Just in case he
carried some replacement food with him. We did not have any problems as the
additional meals were at the pickups. It worked real well. Also the scout
was very aware of his allergies and was very careful about any foods during
the trek.
Note; At medical recheck, the entire crew got a lecture on watching for the
allergic reaction and the use of the epipen. At that time you could purchase
an epipen if you needed one. The cost was $35-40, I think.
