As a parent, I would want anyone caring for my child to have the tools and
information to return my child safe and sound. If that means sharing some
information about a medical condition that could have serious consequences,
not only would I share it, I would make certain the caregiver knew and
understood the information. That is my "liability" as a parent. I can't
imagine another parent not feeling that way.

But, alas, there are some parents that are not as concerned and believe
Scout leaders are superheroes and can handle any emergency. As a
Scoutmaster, when I meet with the parents of new Scouts, after explaining
all about the Troop, I ask, what do I need to know about your son to make
his Scouting experience memorable, worthwhile, and safe? You have had a
lifetime of learning his habits, idiosyncracies, his moods, I want to be up
to speed quickly. This approach usually results in the parents sharing the
necessary information.
