Philmont requires a specific medical form for all participants. While I could find no information stating "no photocopies", I believe it's in the best interest of all involved to give Philmont the original and keep a photocopy at home (or with the advisor on the trail if need be). Besides, you get all the medial forms back at the end of the trip.
