I thought it was probably some miniature version of it but he said it while
he was holding his real patch that we had just handed out to the crew. We
were talking about how special they were.

You can buy a smaller version either in hat pin or key chain configuration.
The only way to get the real thing at Philmont is to do the trek, and
complete it, or have a medical reason for not doing so (brought off the
trail for a broken leg, for example).
