Kevin,
The food bags you got are the same/similar to those you will get at
Philmont: packed for two persons, numbered as to meal (which does not
correspond to a particular day on the trail), and differentiated as to
breakfast, lunch or dinner.
There is nothing to be concerned about for less than fully filled out crews.
