I'm not sure when the procedure started, but Philmont will give a refund
to a crew that cancels a slot, only to the extent that another crew
takes the available slot and for the number of participants in the
replacement crew; i.e. if you had a commited to ten people and the
replacement crew only takes seven slots, you will only get a refund for
seven, not ten. It seems only fair to me since Philmont is getting in
effect two fees for the same slot. But if the slot goes unfilled, then
the crew gets nada.

This does not apply to a situation where you sign up for twelve and only
end up with nine for example though. In this type of situation it has
to be for medical or "other" reasons. You still have the slot, and its
not available to anyone else.
