[philmont] 08 Lottery

Ineligible in 04
Waitlisted in 05,06 and 07.
And now a Double H slot for 08
But apparently no Philmont.

I wonder if our getting a slot for Double H counts as a Philmont High
adventure, and we have to go back to the end of the line. I guess we
will see.
