Okay, now that we are getting lottery results, let's see if we can quantify
whether the prioritized lottery is actually improving the chances of those
who have been missing out in the past.

As a reminder, here is the priority policy that was presented in the 2008
registration procedure:

Special Note: Boy Scout Troops,
Varsity Teams and Venture Crews who have officially been on the waiting list
for the past four years (2007, 2006, 2005,
2004) will be given priority treatment. These units will enter the
reservation system before all other reservation requests
are randomly considered. Units who should have been eligible for this offer
but found alternate ways to allow their youth
members to participate (i.e. participated in a Council Contingent or joined
another unit and participated as part of their
reservation) should voluntarily withdraw from the 2008 reservation system
and honor the minimum participation
requirement of every other year.

Our troop entered the lottery for treks in 2003, 2005, 2007 and 2008.
They got a trek in 2003 under the old phone in system. So, though they were
on the wait list in 2005, it appears the gap may have made a difference.
The were on the 2007 wait list (1400+). They got waitlisted again in 2008.

Does that mean no troop that was not waitlisted in a prior year got a trek
(first data point to gather)? If your unit got a trek and wasn't on that
list above, please post something so we can know if this prioritizing even
works. Put in your requested dates, as it may be there just wasnt an
overlap (we CAN'T start before June 20 as school is still in for us).

Another ambiguity above was whether multiple waitlisting, and consecutive
multiple waitlisting mattered. It is possible our Troop could have been put
on a shot for a trek for two seperate waitlist occurances. Did the fact we
elected not to try for a 2006 trek mean we gave up priority? If you were
multiple year waitlisted and got (or didn't get) a trek, let us know that
one too.

Our crew got a trek on their first try, 2005. They were waitlisted in 2007
and got a trek in 2008. Does getting on the waitlist in any of those four
years get you a priority? Does getting a trek after one of those years
knock off credit for the prior waitlist?

Finally, does the priority ONLY apply to those who where waitlisted ALL four
years above? It is my suspicion that is what was actually meant. Penalizes
those who decided not to try one year.

Let's gather some stats so we can get a good picture of whether, and how,
this priority treatment is working.
