[philmont] Philmont 2008 - Priority in Lottery

That was how I read it when it came out, but I was soundly disagreed with on
this list that it meant that. It is sounding, however, that this reading,
need to be on the list all four years before priority, may be the case. The
consensus here was it meant ANY of the four years, not ALL of the four
years.
