[philmont] Philmont 2008 - Priority in Lottery

Troop 6 went in '04, didn't try in '05, got waitlisted in '06 (found some
slots with our council), didn't try in '07, got a trek in '08.

So I can't really say how the system works (or doesn't) just what it did to
us.

  That is exactly how I read it - have to be waitlisted 4 consecutive and
valid years, up to and including the immediate following summer (wait list
for 07 while applying for the 08 lottery in the fall of 06).

  However, it did not appear to work for Mr. Hoffman's Troop 445 in the
previous post.
