[philmont] Philmont 2008 - Priority in Lottery

Troop 1910 - went in 04, didn't try 05, waitlisted 06, waitlisted 07,
didn't try 08.

My question: In theory, if we had applied for each year (05 - 08)
should we have received priority? Or would the 4 year period start in
our first valid year of 06? Asking for an answer from someone close to
the process, not someone who has an interpretation.

FYI - The reason we didn't apply for 08 is we were fortunate to receive
a council slot in 07 (716-L). Looks like we start the cycle again next
year when we try for 09.

Troop 6 went in '04, didn't try in '05, got waitlisted in '06 (found
some slots with our council), didn't try in '07, got a trek in '08.

So I can't really say how the system works (or doesn't) just what it did
to us.

        That is exactly how I read it - have to be waitlisted 4
consecutive and valid years, up to and including the immediate following
summer (wait list for 07 while applying for the 08 lottery in the fall
of 06).

        However, it did not appear to work for Mr. Hoffman's Troop 445
in the previous post.
