[philmont] Philmont 2008 - Priority in Lottery

E very set of data needs at least one anomaly, and I think we're it:
 
2003: Short trek
2004: Double H trek
2005 and 2006: did not apply
2007: selected for short trek, paid initial $50 per person deposit,
then decided we would not be able to pull together a crew; notified
Philmont before October deposit was due.
2008: Selected for full 12 day trek.
 
I'm not sure what that means, either than perhaps I should have bought a
Powerball ticket the day I signed up for the Philmont lottery.
