[philmont] Philmont 2008 - Priority in Lottery

If you get a trek for year x, you cannot be wait-listed for year x+1, since
you cannot even apply for a slot, due to the "no consecutive year" rule.

So, effectively, if you get a trek in year x, you will be in placed in the
priority group for year x+6. This includes the year (x+1) you cannot apply
due to the "no consecutive year" rule, plus four years of being waitlisted.
My interpretation is that one must actually apply and be waitlisted each of
those years. Therefore, a crew waitlisted in 04, 05, 06, and 07 would have
priority for 08. If you didn't apply, and thus weren't waitlisted in any of
those years, you wouldn't be in the priority group in 08. If you were
waitlisted in 04, the latest you could have received a trek prior to that
would have been 02.

Crews wait-listed in 04-07 would be in the priority group and would get
priority at selections, but due to their date preferences/restrictions, may
not get a trek. Those not in the priority group, regardless of their past
application or attendance history are all in the same "everyone else" group.
So crews that have never applied in the past have the same chance as crews
that have been waitlisted up to three years.

At least that is my interpretation. If someone has data that contradicts
this, please post it.

  I don't think you read his post correctly. The Troop got a trek in 05, so
they were only waitlisted consecutively two years, 06 and 07, same as their
Crew.
  The policy from Philmont does not include years before 04, so those don't
matter. However, under the old phone in system, I don't recall ever seeing
checks and balances on the application process as to consecutive year treks,
that seemed to get caught when you actually got a trek. It was sort of an
honor system thing then, the internet process catches it now.

  The data seems to support hte fact that you have to be waitlisted all four
years, 04-07 to get priority as we have units reporting in with no waitlist
at all getting a trek and once or twice waitlisted not getting a trek. So
far, we only have one troop that claims to have failed with the four year
criteria, but that poster (haven't succeeded since 1999) did not say they
were actually on the waitlist all four years, so I don't know if that is a
data point or not. If they were waitlisted, offered a trek when their
number came up, but could not go on the short notice, I think that would
have taken them out of the priority potential. We just don't have the facts
on that one.

    By the criteria, you were wait listed all 4 years 04 to 07, so you
should have been at the top of list. Not sure how you were waitlisted in
03, since you trekked in 02.
