Absolutely!!! Our Troop went in 2006 and arrived at the ranch exactly
one day prior to our Council contingents. The fee for the Council
contingent was at least 10% more than our Troop fee (even before the
refund from the Troop); the Council crews went there and back while the
Troop did whitewater rafting, day hikes at altitude, sightseeing
(including a nice post-trek steak dinner) etc. But the Council guys did
get a spiffy hat!

Council contingents have a place, especially for smaller units that lack
the critical mass to field a crew and as a "fall back option" for the
folks that don't get a unit slot. But, I'm firmly with Dr. Bob on this
one - unit treks are the way to go if at all possible. Headaches and
hassles - yes, but worth it.
