[philmont] Philmont 2008

I agree with Dr. Bob that Troop crews are preferable. I would add to
Dr. Bob's "leader selection cronyism" comment that there is also unit
cronyism.

For Philmont 2006, I was in weekly contact with our Council leading up
to the August 2005 sign-up date. I hand carried 6 scout applications
to Council Headquarters on the first day of sign-up and told them that
we had three or four more who would be sending their applications
shortly. I was told that there were only 8 slots left out of 3 crews.
When I asked how that could be, I was told that the other scouts and
leaders had signed-up in July - one month before the official allowable
sign-up date!

While the sign-up process was frustrating and political, the Council
did an excellent job of organizing the trip and left the advisors alone
to prepare their crews as they saw fit.
